Coal mine safety hidden trouble "check point"

As of December 19, coal enterprises had investigated 36,911 hidden troubles, and 15,522 had been rectified; 24,652 hidden dangers had been identified in the local inspection teams and 7,169 of them had been urged to be rectified.

Among them, Shanxi coal companies have identified 12,935 hidden dangers, hidden dangers are being rectified; the inspection team has detected 13,307 hidden dangers, and has been urged to rectify 6,558. Inner Mongolia coal mining companies have investigated 5389 hidden troubles, and 5085 have been rectified; the inspection team has detected 575 hidden troubles, and hidden dangers are being rectified. There are 2,168 hidden troubles in 269 coal mines in Fujian Province, and 1971 have been rectified. The inspection team has identified 774 hidden dangers and has urged 232 rectifications.

On the whole, the investigation and treatment of the hidden troubles in the 25 coal-producing provinces (autonomous regions, municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps is in good condition, but the progress is uneven. Among them, Beijing, Shanxi, Inner Mongolia, Jilin, Jiangsu, Fujian, Hubei, Guangxi, Sichuan, Qinghai, and Ningxia coal mining enterprises in 11 provinces (autonomous regions, municipalities directly under the Central Government) carried out self-examination and self-improvement work well. The first round of inspection and control work in 11 provinces (autonomous regions, municipalities directly under the Central Government) and Xinjiang Production and Construction Corps in Beijing, Shanxi, Inner Mongolia, Liaoning, Jilin, Fujian, Guangxi, and Xinjiang has been carried out quickly and has achieved certain results.

From the beginning of the year to the end of November, the number of coal mine accidents and deaths in the country dropped by 12% and 10.6%, respectively, and no serious accidents occurred for 20 consecutive months. In 2013, compared with 2008, the death rate per million tons of coal mines decreased by 75.6%.

Relevant departments have focused on coal mines and other key industries since August this year and have focused on carrying out the “Six Dozens and Six Rules” campaign to crack down on non-government violations. Among the 2853 counties nationwide, 50 key coal mining safety production counties have been selected and included in the national key regulatory scope. Last year, the “seven regulations” for coal mine chiefs to protect the safety of miners’ lives and the coal mine safety management guidelines were formulated. In the national coal mines, the “Protection of miners’ lives, the responsibility of the mine's long-term compliance and dedication” was launched, and “one thousand safety guards” was organized. The cadres talked with the 10,000 miners about the dialogue, one-on-one, face-to-face interviews, rectifications, and requests for measures. Since the beginning of last year, more than 1,700 coal mines have been closed (1100 this year). From January to November this year, coal accidents in 14 of the 50 key coal mines that were under national surveillance were zero.

In the next step, the State Administration of Supervision will conduct major investigations and major controls on all potential safety hazards in all coal mines in the country, pay close attention to the implementation of the “double seven” measures, and steadily push forward the closure of small coal mines, the use of coal mine gas drainage, the elimination of backward production capacity, and safety Technological transformation. It is reported that more than 2,000 small coal mines will be closed in 2015, and the national coal mines will be reduced to 10,000 in 2016.
