In order to promote river basin remediation and total emission reduction, the Fujian Provincial Environmental Protection Department will regulate the issuance and management of pollutant discharge permits. The reporter learned from the Provincial Environmental Protection Department on October 13 that the province will organize the comprehensive implementation of sewage treatment in the seven industries of papermaking, textile printing and dyeing, leather, chemical, food, electroplating and pharmaceutical, and regulate the management of its discharge permits.
It is understood that at present, seven industries, such as papermaking, are generally lacking in the management of pollutant discharge permits. Many enterprises have not handled sewage discharge permits according to law. Many enterprises that have applied for pollutant discharge permits have unqualified pollutants and license-limited pollutant types. Covers industry-specific pollutants, and only emissions concentration limits have no restrictions on total emissions.
In this regard, the Provincial Environmental Protection Department stipulates that the pollutant discharge permit or temporary discharge permit must make the type of pollutants allowed to be discharged by the pollutant discharge unit, the discharge concentration, the total amount of emissions and the discharge method, the discharge time, the discharge destination, the quantity and location of the sewage outlet, etc. limited. The limited types of pollutants must include the types of key pollutants determined by the national and local environmental protection authorities and the types of pollutants in the corresponding industries. The issuance, alteration, and revocation of the discharge permit or temporary discharge permit shall be announced and accepted by the masses.
Regarding the handling of pollutant discharge permits, the Provincial Environmental Protection Department stipulates that enterprises that have applied for the EIA approval and acceptance shall issue a sewage discharge permit for a maximum period of not more than three years. The issuance or renewal of existing corporate sewage permits for various industries must be completed by March 31, 2010. For enterprises that have not applied for EIA approval, they will not issue a pollutant discharge permit or temporary discharge permit, and at the same time order them to immediately stop production and impose a fine, and re-submit the EIA approval procedures within a time limit. Those who fail to apply for a sewage permit or fail to discharge pollutants according to the provisions of the pollutant discharge permit shall be imposed a fine of not more than 50,000 yuan. If the circumstances are serious, the sewage permit or temporary discharge permit may be temporarily suspended or revoked.
