The State Council passed the Nuclear Safety and Radioactive Pollution Prevention Plan

Premier Wen Jiabao of the State Council presided over the executive meeting of the State Council on the 31st to listen again to the report on the comprehensive safety inspections of civilian nuclear facilities throughout the country, and discussed and adopted in principle the “12th Five-Year Plan for Nuclear Safety and Radioactive Pollution Prevention and Control and the Vision for 2020”.

The meeting pointed out that the State Council’s daily meeting on March 16, 2011 heard a report on the situation concerning nuclear accidents at the Fukushima Daiichi nuclear power plant in Japan and decided to conduct safety inspections of nuclear facilities across the country. The relevant departments organized experts in nuclear safety, earthquake, and oceanography to carry out the operation of 41 nuclear power units, 3 nuclear power units to be built, and all civil research reactors and nuclear fuel cycle facilities for the country in more than 9 months. The overall conclusion of the security inspection is: China's nuclear safety standards have fully adopted the IAEA safety standards, and the nuclear safety regulations and standards system has been in line with international standards. Civil nuclear facilities have fully demonstrated the external events such as earthquakes and floods in the site selection. Nuclear power plants have been effectively managed in all aspects of design, manufacturing, construction, commissioning and operation, and their overall quality has been controlled.

The inspection concluded that the nuclear power plants in operation and under construction in our country can basically meet the requirements of China’s current nuclear safety regulations and the latest IAEA standards, have certain capabilities for the prevention and mitigation of serious accidents, and have controlled risks and safety; civil research reactors and nuclear fuel. The main problems discovered during the inspection were: the flood control capabilities of individual NPPs did not meet the new requirements, the seismic capabilities of individual civil research reactors and nuclear fuel cycle facilities did not meet new standards, and some NPPs did not have regulations for the prevention and mitigation of severe accidents. The assessment and response base is relatively weak and so on. With regard to these issues, relevant departments and enterprises have quickly organized rectification and have achieved initial results.

The meeting discussed and approved in principle the "12th Five-Year Plan for Nuclear Safety and Radioactive Pollution Prevention and the Vision for 2020". The fundamental principle of China's nuclear safety and radioactive pollution prevention and control is: safety first, quality first. The basic principles are: prevention-oriented, defense-in-depth, equal emphasis on new and old, combination of prevention and control, dependence on science and technology, continuous improvement, adherence to the rule of law, strict supervision, openness, transparency, and coordinated development. The overall goal is to further improve the safety level of nuclear facilities and nuclear technology installations, reduce the risk of radiation environmental risks, and basically form a comprehensive supporting capability for accident prevention, pollution control, technological innovation, emergency response, and safety supervision to ensure nuclear safety and environmental safety. And public health; the safety of nuclear power maintains the international advanced level, the level of prevention and control of nuclear safety and radioactive pollution has been comprehensively improved, and the quality of radiation environment has been maintained.

The meeting agreed to publish the "Report on the National Comprehensive Inspection of Civil Nuclear Facilities Safety" and "The 12th Five-Year Plan for Nuclear Safety and Radioactive Pollution Prevention and Control and the Long-Term Vision 2020", soliciting opinions from the society.
