The level of hospital safety management maintained the overall stability of the hospital's order and achieved good results. However, various types of incidents that disrupt hospital treatment order and harm medical personnel still occur from time to time, reflecting that the current criminal activities related to medical treatment are still prominent within a certain range, exposing many problems and weak links in the work of hospital safety prevention. In order to further improve hospital safety prevention capabilities, maintain normal hospital medical order, and protect the legitimate rights of both doctors and patients, in accordance with the State Council’s “Public Security and Protection Regulations for Enterprises and Institutions” and “Regulations on the Management of Medical Institutions” and other related regulations, the hospital security system is now strengthened. Construction proposes the following guidance.

First, the mission objectives to fully implement the spirit of the 18th Party Congress, adhere to the scientific concept of development as a guide, firmly establish the "people-oriented, patient-centered" service concept, to create a "safe hospital" campaign as a carrier, in accordance with the "prevention for The principle of “main and safety first” further strengthens the construction of hospital safety prevention systems, prevents and reduces incidents occurring in hospitals, eliminates potential hospital safety hazards in a timely manner, effectively maintains normal medical treatment order, creates a favorable medical and treatment environment, and promotes health and wellness. Continuous development.

Second, the main content (a) organizational system.

1. Improve the organizational leadership mechanism. The hospital shall form a good work structure in which the legal person takes the overall responsibility, in charge of the responsible person's specific arrest, the full-time security organization organizes the implementation, and the functional departments such as medical complaints and news publicity work closely.

2. Improve the security system. The hospital shall, in light of the actual situation, improve the day-to-day management system of the hospital security system and the safety prevention system for medical personnel, and improve the safety management systems such as guards on duty, on-duty inspections, and storage of financial, pharmaceutical, and dangerous goods.

3. Establish an emergency handling mechanism. Improve emergency response mechanisms and plans for major medical security emergencies, realize linkage between police and medical personnel, do a good job of reporting information, strengthen public opinion guidance, standardize public opinion release, closely monitor public opinion, prevent escalation of malignant incidents, and ensure the timely and timely development of malignant incidents. Effective disposal.

4. Establish education and regular inspection system. The hospital shall, in light of the actual situation, establish a safety production education and training system for all employees, and intensify training for key positions and new employees to ensure training effectiveness. Establish a regular safety inspection system to detect hidden problems in a timely manner and effectively rectify them.

(b) Civil air defense system construction.

1. Defend the team building. The hospital shall establish a full-time security organization (defence office, section) in accordance with the "Regulations on the Internal Security Protection of Enterprises and Institutions", and provide full-time security in accordance with the actual conditions such as hospital workload, traffic flow, geographical area, construction layout, and local social security situation. Staff and employ enough security guards to ensure that security guards meet the needs of the job. The number of security guards should follow the principle of "doing it right and don't keep up," and should not be less than 3% of the total number of medical staff on the ground or 3 beds of 20 beds or 1 security or daily outpatient. The establishment of full-time security agencies and the deployment of security personnel and security guards should be reported to the local public security agencies for record.

2. Security and security personnel training. Hospitals should strengthen the training and management of security personnel and security guards. They must hire security guards from formal security companies and conduct at least two special trainings and assessments each year. The training content should include the necessary legal basic knowledge and certain emergency handling capabilities. According to the actual needs of the job, it should master the safety and prevention system operation and maintenance skills, and effectively improve the professional quality and work level of security personnel and security guards.

3. Guard inspections management. The hospital shall establish a guard system, strictly manage the entrances and exits, strengthen the inspection of entering and exiting personnel and vehicles, detect suspicious situations in time, and immediately report the occurrence of incidents in hospitals to the police who are committing crimes on the premise of ensuring their own safety. Blocking to prevent it from escaping. Hospitals that provide water supply, power supply, gas supply, heating, oxygen supply, “poisonous, hemp, fine, and discharge” medicines (goods), flammable and explosive articles storage warehouses, etc. The system will be arranged by dedicated personnel. The hospital shall strengthen the dynamic management of safety precautions, organize security guards and security guards to conduct regular inspections at any time, and grasp the overall safety situation at the first time. Among them, hospital entrances and exits, parking lots, door (emergency) clinics, inpatient departments, waiting areas and contributory areas, etc., should be targeted for more intensive inspections. At night, at least 2 people should be accompanied by inspections during the night inspections. During the inspection, suspicious persons and suspicious items were found to be disposed of in advance. The illegal and criminal activities should be promptly stopped, and the police should be immediately alerted to carry out on-site protection measures to cooperate with the public security organs to carry out relevant work.

4. Safety propaganda and education. The hospital shall carry out all-round and multi-form publicity and education work. It shall put up laws, regulations, and documents concerning the maintenance of the hospital's order, such as hospital entrances, exits (emergency) clinics, inpatient departments, waiting areas, payment areas, etc. Hospital security work propaganda slogan. Targeting different positions for medical personnel, targeted security education will be conducted to improve the safety awareness and skills of medical personnel.

(3) Construction of the physical defense system.

1. Protective equipment and equipment. The hospital must provide the necessary communication equipment and protective equipment for guards at work. Communication equipment includes fixed telephones, mobile phones and walkie-talkies. Intercoms are mandatory equipment. If the hospital is large in size and the surrounding public security situation is complex, security inspection equipment may be provided at key sites in hospitals, and inspections of dangerous items such as controlled knives and access to medical institutions may be increased.

2. Security protection facilities. The hospital's water supply, power supply, gas supply, heating, oxygen supply center, computer data center, security monitoring center, financial office, archives room (including medical record room), large and medium-sized medical equipment, blood, medicines, and flammable and explosive materials storage Points and other areas should be installed in accordance with the "General Technical Conditions for Anti-theft Security Doors" (GB17565-2007), installation of protective doors and other security facilities.

3. Safety insurance equipment. The hospital shall, in accordance with the "Regulations on the Administration of Narcotic Drugs and Psychotropic Substances" and other related regulations, strictly implement the "toxic, hemp, fine, and discharge" medicine (substance) products, flammable and explosive materials, and financial safety management systems, and shall "poisonous, hemp, Fine, put "pharmaceutical" products, flammable and explosive materials are stored in special warehouses that meet safety standards. (d) Construction of technical protection systems.

2. Set up a security monitoring center. 3. Strengthen monitoring of key areas. The hospital's water supply, power supply, gas supply, oxygen supply center, computer data center, safety monitoring center, financial office, archives room (including medical record room), large and medium-sized medical equipment, blood, medicines and flammable and explosive materials storage sites. Video surveillance devices should be installed at the entrance and main entrance. Visual monitoring equipment may be installed at the entrances and exits of medical staff offices and other areas. (5) The establishment of a doctor-patient dispute mediation mechanism.

1. Do a good job of complaint management. The hospital shall conscientiously implement the “Hospital Complaint Management Measures (Trial)”, set up a doctor-patient relationship office or a designated department to undertake the hospital complaints management work, and establish a smooth and convenient complaints channel through the establishment of reception windows and seats, and earnestly implement “the first The “responsibility system” appealed to the patients in the first instance to help clear the emotions of the patients and properly resolve the conflicts between doctors and patients from the source.

2. Regularly sort out doctor-patient disputes. The hospital should clearly and meticulously direct the leading departments to troubleshoot doctor-patient disputes, pull out lists, and study and judge them in a timely manner. In particular, they must carefully sort out unresolved medical disputes, and do a review one by one, analyze each item, solve each item, and summarize each item. Relevant personnel who may be involved in incidents related to medical cases found during the combing and combing process should take the initiative to contact, fully play the role of people's mediation in medical disputes, and resolve disputes or conflicts in a timely manner.

3. Establish a mechanism for preventing and coping with incidents involving medical treatment. The hospital’s dean’s office, medical service, and security departments must establish a linkage mechanism for incidents related to medical cases, and timely discuss and resolve the unsolved disputes between doctors and patients, and lay stress on the protection of departments that may have extreme personal behavior and high risk levels. The conditions that the hospital discovered during the work may cause actual harm, and suspicious personnel should promptly report to the local health (hygiene and family planning) administrative department and public security agencies. The public security organs must establish a contact mechanism with the hospitals, and promptly coordinate with the relevant departments of the hospital to investigate the incidents that may affect the safety of the hospital and guide the hospital to implement early warning and preventive measures. For all kinds of incidents that occurred, police should be sent out quickly and investigated and dealt with according to law.

III. Work Requirements (1) The health (hygiene and family planning) administrative departments, public security agencies and hospitals at all levels and at all levels should take the further strengthening of the hospital safety precaution system as a guarantee for the safety and orderly treatment of the people, build a harmonious doctor-patient relationship, and serve the economy. (2) The local health (hygiene and family planning) administrative departments at all levels must strengthen the guidance, inspection and assessment of hospital safety prevention work, actively coordinate local finances, increase investment in hospital safety prevention capacity building, and timely equip, update and improve safety. Production facilities and equipment to ensure safety facilities and equipment specifications and normal operation. For the major problems encountered in the work, it is necessary to coordinate the relevant departments to study and put forward opinions and suggestions for the work, and promptly report to the local party committees and governments, and strive to promote problem solving.

(3) The public security organs shall effectively strengthen the guidance, inspection, guidance, and supervision of the hospital's security work and do a good job in building the security system. The public security organs of the local people's governments at or above the county level may, if necessary, request the people's government at the corresponding level to incorporate hospitals into key units for public security, strengthen the prevention and control of public security in hospitals and surrounding areas, and effectively purify medical institutions and the surrounding environment.

(4) Each hospital shall, in accordance with the requirements of this opinion, strengthen the construction of a safety precaution system and improve its safety prevention capabilities. Hospitals currently unable to meet the relevant requirements of this opinion should increase their security, allocate necessary protective equipment, improve their systems, and strictly manage their work. They should also formulate work plans and gradually establish a highly effective safety precaution system.

(5) Safety precautions for hospitals above Class 2 shall be implemented in accordance with this opinion, and all other types of medical institutions shall refer to their implementation. The content and requirements for the safety management of fire protection, information, logistics, etc. shall be implemented in accordance with the current laws, regulations, and standards.
