In order to further improve hospital safety prevention capabilities, maintain normal hospital medical order, and protect the legitimate rights of both doctors and patients, in accordance with the State Council’s “Public Security and Protection Regulations for Enterprises and Institutions” and “Regulations on the Management of Medical Institutions” and other related regulations, the hospital security system is now strengthened. Construction proposes the following guidance.

Second, the main content (a) organizational system.

1. Improve the organizational leadership mechanism. 2. Improve the security system. 3. Establish an emergency handling mechanism. (3) Construction of the physical defense system.

(4) Each hospital shall, in accordance with the requirements of this opinion, strengthen the construction of a safety precaution system and improve its safety prevention capabilities. Hospitals currently unable to meet the relevant requirements of this opinion should increase their security, allocate necessary protective equipment, improve their systems, and strictly manage their work. They should also formulate work plans and gradually establish a highly effective safety precaution system.

(5) Safety precautions for hospitals above Class 2 shall be implemented in accordance with this opinion, and all other types of medical institutions shall refer to their implementation. The content and requirements for the safety management of fire protection, information, logistics, etc. shall be implemented in accordance with the current laws, regulations, and standards.
